bank cards/debit cards

My 16 yr old son will be spending a high school year in Cuenca beginning in Sept. We are looking for the best Bank/cards for him to use easily while here without significant charges for charging school fees as well as cash withdrawals. Any advice? We are traveling in S America for 6 months with our three children 16, 13, and 10 just getting ready to head into Peru for the last 2 months.
