Help finding Mother in law in Lagunillas Bolivia

Hi. Hope someone can help. I am from the USA, my wife was adopted from Lagunillas Bolivia at the age of 7. We are trying to locate her mother. We know she is still living in Lagunillas Bolivia. We trying to see how we can contact her before we make the trip down there. Please any info or ideas will be helpful.
