Questions about using Ipads in Ecuador

I have a couple of questions ref using IPads in Cuenca.
1) Anybody using an IPad down there?
2) Are you able to use the 3G?
3) If so, did you have to do anything (unlock) in order to use the 3G or is it ready to use without any changes?
