Visa requirements for New Zealanders

I will be visiting Puerto Aguazu, Argentina. From there I will want to visit Paraguay for the first time. I understand that visas are not available at the border, that one has to obtain one at a consulate or embassy. Is there a Paraguayan consulate in Puerto Iguazu? And if so, what is required? Puerto Aguazu is an expensive place to hang around in; thus, I'd like to get a visa with no time wasted.
